We have two teenaged daughters who are a constant scource of tension because neither follows up on anything. They are messy, disorganized, and argumentative. Counselors tell us they need consequences for their actions, and both my wife and I agree. We even discuss what approaches we will take with specific situations, but when it comes time for her to impliment the consequences, almost every time she won't. The kids have figured this out so they stay the same. My wife will argue with them, but her words are hollow. How can I get us on the same page?

Before there are any positive changes in your household, you and your wife MUST be on the same page! Your daughters have been rewarded for a lifetime of misbehavior, because you two are not consistent. Who are the parents in this situation?
